“At present, the typical evaluation and selection of teachers’ morality at all levels of society is not enough, and it is necessary to further vigorously promote noble teachers’morality.” Yang Xiaohui, deputy to the National People’s Congress and former Party Secretary of Northeast Normal University, appealed during the two sessions.
Report to the 20th CPC National Congress of the Party pointed out that it is necessary to “strengthen the construction of teachers’ morality and style, cultivate high-quality teachers, and carry forward the social fashion of respecting teachers and attaching importance to teaching”, and once again put the promotion of noble teachers’ morality in an important position. In Yang Xiaohui’s view, noble ethics can stimulate teachers’ sense of professional identity and play an important role in leading the construction of teachers.
According to the data in the Statistical Bulletin on the Development of National Education in 2021, there are 18,443,700 full-time teachers at all levels and 529,300 schools. However, Yang Xiaohui found that model teachers’ morality was underrepresented, positive publicity was insufficient, and the impact was weak.
At the national level, in November, 2021, the Ministry of Education issued a public consultation notice on the Teachers Law of People’s Republic of China (PRC) (Revised Draft) (Draft for Comment), which showed that the state established a teacher honor recognition system and awarded people’s educators, national teaching and educating models, national model teachers and national excellent teachers in accordance with relevant regulations.
Yang Xiaohui sorted out the above selection, finding that the number of people involved in the “Great Teachers” was very small. People’s educators have only selected three people so far. Since 2010, the national model of teaching and educating people has been selected once a year, with ten to twelve people each time. At present, there are 135 people in total (in 2017, one person was awarded the special prize of the national model of teaching and educating people). The national model teachers are selected once every five years, and the number of winners each time is around 720. Similarly, the national outstanding teachers are selected once every five years, and the number of winners each time is around 1800.
At the provincial level, Yang Xiaohui’s investigation on the honorary titles of provincial teachers announced by the provincial education departments found that at present, 30 provinces, cities and autonomous regions such as Beijing, Shanghai, Jiangsu, Zhejiang, Hubei, Guangxi and Ningxia have established honorary titles of provincial teachers in combination with local provincial conditions and regional characteristics, and have continuously strengthened typical evaluation and selection work of teachers, but the number is still small. At the same time, governments below the provincial level, education departments and schools set up some awards, but they are all related to the importance of the main leaders and have not formed a scale.
In this regard, Yang Xiaohui suggested that the system of teachers’ honor recognition should be further improved. He explained that relevant departments should further improve teachers’ honorary awards and management methods, refine implementation rules, set awards by classification, encourage social groups, enterprises and non-governmental organizations to contribute awards, and support social services to teachers. Make clear the political and living benefits enjoyed by honorary winners in accordance with the law and regulations, strengthen the follow-up support services for honorary winners, and increase the protection of outstanding teachers, so as to truly make respect for teachers and pay attention to teaching effective.
In addition, Yang Xiaohui also suggested further deepening the publicity of model teachers’ morality. Governments at all levels, education departments and schools are encouraged to spare no effort to select new models, carry out the project of teachers’ propaganda of national major works, and launch a number of film and television works and literary works that are popular, can have a wide impact and show the style of teachers’ times.
“Not only that, but it is also particularly important to lead the construction of teachers with the spirit of educators.” Yang Xiaohui also suggested that the education authorities should condense and sublimate the spiritual qualities of generations of educators and “people’s educators” in the new era, form the spirit of educators, vigorously promote and advocate in the whole society, establish a value concept widely recognized and followed by the education sector, build a spiritual highland of teachers’ community, and inspire teachers to join the education cause of the Party and the country with a high spirit.
