On March 17th, 2023, the training seminar on quality monitoring service of dissertations was held in Changchun, which was hosted by the Center for Degree and Postgraduate Education Development of the Ministry of Education and undertaken by NENU. Present at the seminar were Qi Yanwei, deputy director of the Center for Degree and Postgraduate Education Development of the Ministry of Education, Xu Shibin, first-class inspector of the Education Department of Jilin Province, and Lan Hengbin, secretary of the Party Committee of NENU. The meeting was presided over by Li Hengjin, Director of the Dissertations Quality Monitoring Department of theCenter for Degree and Postgraduate Education Development of the Ministry of Education.
Xu Shibin delivered a speech on behalf of the Education Department of Jilin Province. He first extended welcome to the leaders and experts attending the meeting, expressed thanks to the Center for Degree and Postgraduate Education Development of the Ministry of Education for its long-term support and help to the education in Jilin Province, and introduced the running situation of higher education in Jilin Province, the achievements made by universities in the province in discipline construction and its supporting role in the quality monitoring system of dissertations.
In his speech, Lan Hengbin first extended thanks to the Center for Degree and Postgraduate Education Development of the Ministry of Education for its trust and support for many years, and then briefly introduced NENU’s red history, school-running philosophy and characteristics, discipline construction and postgraduate training. He said that graduate students are the reserve force of national strategic talents and the strategic support for educational competition, scientific and technological competition and talent competition in all countries of the world. The school has always attached great importance to the quality of graduate dissertations, and has formed a quality assurance system for graduate training with comprehensive management, full supervision and entire participation, which has provided strong support for promoting the quality improvement of graduate dissertations. In the future, NENU will persist in educating people for the Party and the country, strengthen the consciousness of “carefulness”, maintain the attitude of “forging ahead”, adhere to the “four principles for education”, comprehensively improve the quality and ability of independent training of talents, and strive to create a new glory for the high-quality development of postgraduate education in the new journey of building a socialist modern country in an all-round way.
At the seminar, with the theme of “Adapting to the new requirements of graduate education development and promoting the high-quality development of graduate education quality monitoring service”, Qi Yanwei made a report on three aspects: deeply understanding the new situation and new requirements faced by graduate education, solidly promoting the high-quality development of graduate education quality monitoring service, and making concerted efforts to improve the quality of graduate education. The report pointed out that China’s graduate education has entered a new stage of pursuing excellence and building a strong country in graduate education in China. Facing the new situation and new requirements, the Degree Center has established the goal orientation of “four transformations and one regression” transformation and development, promoted the transformation and upgrading of quality monitoring services, and built a high-quality postgraduate education development governance model with Chinese characteristics together with government management departments and degree-granting units by optimizing the expert selection mechanism, carrying out meta-evaluation research on evaluation experts’ quality, digging deep into data and resources to provide personalized services, and improving and perfecting the service capacity of the submission platform, so as to continuously promote the high-quality development of postgraduate education.
Li Hengjin introduced the quality monitoring service of Degree Center’s dissertations from five aspects: service orientation, work review, problem suggestions, work plan and sampling survey, with the theme of “serving for the demand, and together to transform to promote the quality improvement of graduate dissertations in the new era”. Subsequently, Peking University Health Science Center, University of Shanghai for Science and Technology and Northeast Normal University exchanged experiences on the construction, work measures and effects of the quality assurance system for graduate dissertations with the topics of “Strictly managing andshouldering the responsibility in the whole process and taking measures to improve the quality at the same time”, “Building a quality assurance system for graduate dissertations” and “Strengthening the construction of the quality assurance system for graduate dissertations in an all-round way”.
In the group discussion session, the participating units were divided into groups to discuss the classification and evaluation of professional degrees and academic dissertations, the definition and submission of interdisciplinary subjects, the re-evaluation of experts, the selection rules of experts and the improvement of other functions of the platform, so as to brainstorm and make suggestions for the quality monitoring service of dissertations. After the group discussion, the DissertationsQuality Monitoring Office of the Degree Center conducted practical training and demonstration on the service platform of dissertation quality monitoring, and answered the questions raised by the participating units in detail.
The person in charge of the quality of dissertations from our school and more than 100 degree-granting units in China attended the meeting.
