"The Major Scientific and Technological Research Projects under the Ministry of Education", a scientific and technological research project with great influence, is established in higher education institutions by the Ministry of Education. Its candidates are strictly limited to the Yangtze River Scholar and the winners of National Outstanding Youth Foundation. After a series of examination, evaluation on the applicants, and on-the-spot defense and demonstration by the applicants in 2005, 21 projects from 17 universities across the country got the subsidy.
