On June 5th, the website of the Ministry of Education published the NO.12 written authorization of constitutions of institutions of higher learning and Northeast Normal University Constitution, marking that the official publishing of NENU constitution was approved by the Ministry of Education. Constitutions from nine institutions of higher learning were approved this time, forming the second batch of school institutions among the central departments affiliated institutions of higher learning after the first batch of six universities last year.
In 2010, NENU was selected as the pilot school of “System Reform of Modern Universities” by the Ministry of Education. Since then, NENU has been treating the formulating of university constitution as a significant part of reform. The formulation work began in 2010 and it took one and a half years to finish the draft which was delivered to party standing committee and the Ministry of Education for examination and approval. The Ministry of Education attached great importance and offered considerable guidance in the revision and perfection of it.
The constitution of NENU demonstrates the history of school running and the cultural connotation. It consolidates the existing schooling practice and managerial experience, perfects the internal governance system, ensures the dominant status of academic power in scholarship and clears the relationship between NENU and the holder and other social entities.
The constitution is the fundamental law of school management. It guides, regulates and ensures the relationships between NENU and the government, society and relationships inside the school, the specification of the school’s legal status and autonomy in running school, the maintenance of legitimate interests of various sides and the improvement of school running level. It is an important carrier of establishing and perfecting systems of modern universities.
